Regístrelo: Transactional platform for efficient management of sanitary interest registrations

The Challenge:

Currently, the sanitary registration process in Costa Rica is complex largely because it is carried out manually, which involves longer processing times and repeated steps, resulting in higher economic costs for applicants. The Ministry of Health recognizes the need to simplify and streamline this process in order to achieve an efficient, secure, and straightforward Sanitary Registration. In this way, companies will be able to introduce and register new products more quickly, fostering national competitiveness and improving the range of products available to consumers. This situation translated into a series of challenges and difficulties affecting both Ministry officials and sanitary registration applicants, including efficiency issues, long processing times, excessively prolonged periods to complete a Sanitary Registration, loss of national competitiveness, limitations in information management and retrieval, risk of record loss or deterioration, as well as difficulties in communication and process tracking, among others.

Our solution:

• Regístrelo is a software solution designed to simplify and accelerate the product registration process at the Ministry of Health of Costa Rica. Regístrelo is capable of controlling and managing a large number of products, generating a digital file with associated documentation and required images. In addition, it automates a large portion of the process and generates certifications for both Costa Rica and other countries in the region. • One of Regístrelo’s main advantages is its focus on ease of use for both users and officials responsible for sanitary registrations. Thanks to automation and digitization, the approval process has become faster and errors have been significantly reduced; this results in a smoother and more agile experience, optimizing response times and reducing potential delays in process management. The platform also stands out for maintaining constant communication with users, providing detailed process tracking through email notifications. This effective communication helps keep users informed and gives them confidence that their requests are being processed properly. • The solution also generates both internal and external reports. External reports allow public inquiries to check the status (active or inactive) of sanitary registrations, offering transparency and access to relevant information for interested parties. On the other hand, internal reports are designed to facilitate officials’ work and efficiently provide them with accurate information. • In addition, technological renewal has made it possible to incorporate a more user-friendly and intuitive interface that facilitates navigation and streamlines the processes carried out within the solution. These improvements have been designed to provide a more complete and satisfactory experience, enabling full access to the product file and advanced requirement management. The solution can efficiently adapt to periods of high user demand, ensuring reliable and uninterrupted service even during peak workloads. The implementation of operational indicators allows timely process optimization, supporting continuous improvement and adaptation to changing user needs. • Likewise, to ensure rapid deployment of variable-cost infrastructure, guaranteeing service availability and scalability in response to high application demand and the need for adequate security levels for a nationwide platform, AWS cloud services were selected due to their vast ecosystem of services and high global availability.

Results:

• Regístrelo has more than 225,000 active sanitary registrations. • Improved efficiency for the country in the creation, renewal, and post-registration changes of Sanitary Registrations. • Increased national competitiveness for attracting foreign investment. • Reduction of errors in the process of creating, renewing, and making post-registration changes to Sanitary Registrations. • Easier and more secure access to information. • Process automation and digitization have allowed Ministry of Health officials in Costa Rica to focus on other critical areas of their work.

Technologies used:

Amazon WAF: for protecting the platform against potential cyberattacks, filtering incoming web traffic, among others. • Amazon RDS for Oracle: for storing information related to the configuration of services associated with payment transactions, digital product files, and platform information. • Amazon EC2: to host the developed valuation and billing system, as well as the Regístrelo platform. • Back-end programming languages: Java, Javascript, CF • Front-end JavaScript-based libraries: React.
