Billing and Rating Convergence: KölbiFusión Groupings (NPlay)

Involved Institutions: Costa Rican Electricity Institute (ICE – kölbi).

Provider: SOIN Soluciones Integrales S.A.

Project Year: 2023

The Challenge:

The client needed to unify mobile and fixed services (Internet, TV, and Fixed/IP Telephony) under a single billing account, enabling a new commercial model called KölbiFusión Bundles, without impacting existing production operations—aimed at increasing promotional flexibility, competitiveness, and customer retention. The main goal was to integrate multiple legacy core platforms with modern systems, while ensuring: • Orchestration of complex sales and post-sales processes • Unified billing and accurate rating • Scalability for future products • Full traceability of orders and statuses • Strict compliance with commercial and accounting business rules All of this had to be achieved without interrupting active customer services.

Our solution:

A robust and scalable integration architecture was designed and implemented, supported by the following elements: • Orchestration of sales, post-sales, de-bundling, and re-bundling processes for fixed and mobile services. • Controlled integration of Siebel CRM, legacy systems, BRM, and satellite systems through REST services, SOAP services, and MQ messaging. • Implementation of specialized microservices for order inquiry, notification, and control. • Adaptation of billing, rating, collection, and reporting processes to support the new bundling model. • Incorporation of commercial, accounting, and operational business rules defined by ICE for KölbiFusión. The scope included functional design, technical design, development, integration, testing, and support for the production go-live.
